Second Chance for Users Who Got Perma-Banned

Sony has laid out some very specific rules when it come to their terms and conditions for members using their services, for those who don't know it, we suggest going to read it, but as our headline title suggests, should Sony give rule breakers a second chance?
Are Rules Made To Be broken?
We love these characters balls of steel attitude as they constantly break the rules over and over again in their pursuit of freedom, justice or chaos. We are fascinated by the Joker from Batman, because unlike the Dark Knight there is no boundaries or limits he wouldn't cross.
It is no wonder then, that when some of us discover a secret loop hole, or an undiscovered trick that somehow gives us that undeniable winning edge to score big, to game the system, to break the rules, to be the best on the leaderboards, we leap at the chance. What's even more funny since we now live in a society of perpetual self promotion, these rule breakers also upload their ingenious rule breaking activities on social networks, user ID and all for the world to see.
Unfortunately while a small majority do get away with jail breaking their consoles to play hacked PS4 games, or have skills like Watch_Dogs Aiden Pierce to access restricted console files, modifying their PlayStation 3 and PlayStation 4. The reality is that most of these rule breakers do and will eventually get caught and permanently banned for breaking Sony's terms and conditions.
So again this leads us back to our main question and topic of discussion:
Should PSN forgive rule breakers?
After all, are these law breakers not in some twisted way helping to discover security loop holes and forcing improvements. Apple for example have been known to implement a lot of its official iPhone software updates from jail break ideas, thus creating a far better user experience for everyone else.
Should Sony charge rule breakers to have their banned accounts restored?
Lets face it losing your account sucks. For most people its years of achievements and virtual trophies gone forever. Do you think a financial penalty should be put in place to restore these accounts? How much do you think is enough to restore a PSN banned account?
